Dissertation Lifting the Title Formation of the National Legislation of the Democratic Republic of Timor Leste in accordance with the Ideals of Law in the Constitution, Leonito Ribeiro Receives Doctoral Degree in Legal Studies
Denpasar – Leonito Ribeiro, an educator and currently the Dean of the Faculty of Law, Da Paz University, Timor Leste, continued his doctoral degree (S3) in the Doctoral Study Program in Law, Faculty of Law, Udayana University. Thanks to his perseverance and struggle, a Doctoral degree can be achieved with the implementation of the Doctoral Promotion Open Examination on March 21, 2022 at the Hall of the Faculty of Law, Udayana University, this time the exam was also held with Hybrid Offline and Online media. Adopted a dissertation entitled "Formation of the National Legislation of the Democratic Republic of Timor Leste in accordance with the ideals of law in the 2002 Constitution".
The Doctoral Promotion Open Examination which lasted for 3 hours was led directly by the Dean of the Faculty of Law, Udayana University, Dr. Putu Gede Arya Sumertha Yasa, SH., M. Hum, and Prof. Dr. Yohanes Usfunan, Drs., SH., MH as the Promoter, Prof. Dr. I Wayan Parsa, SH., M. Hum as Copromotor 1, Prof. Dr. I Gede Yusa, SH., MH as Co-promoter II, and was tested by 4 other examiners/debaters.
In his dissertation, Leonito Ribeiro, revealed that first, the essence of the formation of National Legislation in Timor-Leste, is to use the Uma Lulik as a legal ideal (rechidee), State Fundamental Norms (Staat fundamental norm), and as a source of all legal sources, which must be elaborated. in the laws of the Democratic Republic of Timor-Leste. Second, the State of Timor-Leste needs a Law on the Hierarchy of Legal Norms to avoid legal disputes and multiple interpretations. Third, responsive laws and regulations, namely laws and regulations that are in accordance with general principles and the content of the formation of good laws and regulations and their contents meet people's expectations, guarantee legal certainty and justice, so that the State of Timor-Leste needs to establish a National Legislative Body. National Legislation as an instrument for planning programs for the formation of laws that are prepared in a planned, integrated and systematic manner, and uses the ROCCIPI concept in drafting laws and regulations.
