History of the establishment of Faculty of Social and Political Science and Politics study program of Udayana University

1. Background

Flow of social changes that took place so quickly accompanied by a global trend spanning all social activities as well as the state, absolutizing availability requirements of human resources (HR) quality and has the ability to answer the variety of challenges. One of the perceived needs of the increasingly urgent to be met as more rapid flow of social change as well as the global demand is the provision of human resources and social science educational background in political science.

This is quite reasonable given the increasingly complex and diverse social issues, including derivative activity underneath such as political dynamics at local and national level, inter-relationships between countries and international institutions, the era of media communication and information technology sophistication, community empowerment and poverty alleviation up to handling problems (pathology) growing social community today manifests in various forms. This understanding is not only limited to the analytic capabilities of theory or concepts only, and it is hoped that it will also require the availability of technical expertise responsible to the needs of the labor market.

Answering these conditions, the University of Udayana (Unud) as a state-owned educational institution established the Faculty of Social and Political Sciences (Social) precisely on June 28, 2009. With the establishment of FISIP as the youngest faculty of the 12 faculties at the University of Udayana, it is expected that through the institution this can generate human resources that are reliable, superior, and independent, cultured, and have the qualifications of social science and politics. For more specific reasons too, Bali, known as a strategic region where often appear associations and seminars on the theme of settlement of social problems and political regional level, nationally and internationally, thus the presence of FISIP Unud will also be able to contribute to the development of science, particularly in the areas of social and political science, as well as an ideal learning tool for learners.

Born of FISIP

The initiator and founder of FISIP at Udayana University was Prof. Dr. dr. I Made Bakta, Sp.PD (KHOM) which was then serving as the Rector of Udayana University. This idea has matured with the establishment of the Institute of Peace and Democracy (IPD) located in Bukit Jimbaran Udayana University Campus.

IPD is an institution established by the state as a developer institution value of peace and democracy. One of the real program is supporting the establishment of the Bali Democracy Forum (BDF), a platform of communication between the leaders of the countries in the world on issues of peace and democracy, the existence of which was initiated by the Minister of Foreign Affairs of the Republic of Indonesia, Dr. N. Hassan Wirajuda. The momentum was then followed by the signing of a Memorandum of Understanding (MoU) between the Ministry of Foreign Affairs, Ministry of National Education, and the University of Udayana. Then on December 10, 2008, IPD was inaugurated by President Susilo Bambang Yudhoyono in Bukit Jimbaran Campus. This inauguration reinforced the idea of Prof. Dr. dr. I Made Bakta, Sp.PD (KHOM) to immediately realize the establishment of FISIP.

This is considering the existence of IPD, which is strategic, both for the people of Bali, the international community, as well as for the development of the world academic, especially at Udayana University. IPD which is naturally independent, non-profit and for many times has organized various workshops, research and publications, networking with experts and national and international organizations related to democracy has become a laboratory for the development of social sciences and politics which later embodied by FISIP of Udayana University. The hope is the synergies between FISIP with IPD and become a new force in the development of democratic values and peace at the same time intensifies scientific research in the field of social and political.

The idea of establishing FISIP gained an increasing support from various parties, including the Minister of Foreign Affairs at the time, Dr. N. Hassan Wirajuda. On the journey of its establishment, new ideas and the establishment of FISIP increasingly matured through proposal development program established in order to obtain operational license from the Ministry of National Education. Some of the names involved in the team drafting a proposal in establishing the program in the FISIP studies, were such as Prof. Dr. I Wayan Suandi, Drs, SH, M.Hum., Drs. Ketut Sudhana Astika, M.Si., Dr. Drs. Gusti Putu Bagus Suka Arjawa. M.Si, and assisted some other teaching staff, namely Dr. Ni Luh Kebayantini, M.Si, I Gusti Agung Alit Suryawati, S.Sos, M.Si, I Made Anom Wiranata, S.IP., MA., Ni Made Ras Amanda Gelgel, S.Sos, M.Si, I Ketut Winaya, S.Sos, Ni Wayan Supriliyani, S.Sos and Drs. I Putu Suhartika, M.Si.

After preparation and through several stages of evaluation, the Directorate General of Higher Education, Ministry of Education finally published License Operation of Sociology Program (S1) at Udayana University in Denpasar, Bali, number: 1518 / D / T / 2009 and Letter of the Director General of Higher Education Department National Education No. 1519 / D / T / 2009. Armed with two permit the establishment of the study program, it was established FISIP of Udayana University with the legalization of Udayana University Rector Decree No. 304 / H14 / HK / 2009 on the Establishment of the Faculty of Social and Political Sciences (Social) Universitas Udayana.

At its inception, the administration FISIP temporarily held at the official residence of the rector at Jalan Sudirman, Denpasar. Furthermore, prepared members of the Senate FISIP of Udayana University that have been implemented through the Dean Decision No. 01 / H14.1.11 / PP / 00:05 / 2009 dated August 28, 2009 on Members of the Senate FISIP of Udayana University. Based on the Senate's Decree of FISIP of Udayana University, Udayana University Rector issued Decree No. 462 / H14 / HK / 2009 dated September 1 2009 concerning the Stipulation ofTemporaryLeader (TaskExecutor) FISIP of Udayana University. Plt. (TaskExectuive ) chaired by the Dean of the FISIP of Udayana University Prof. Dr. dr. I Made Bakta, Sp.PD (KHOM), while as Plt. Vice Dean was Prof. Dr. I Wayan Suandi, Drs, SH., M. Hum, and Plt. Vice Dean II are Drs. Ketut Sudhana Astika, M.Si.

Initial acceptance of new FISIP students was opened for two courses, namely the Sociology Program and International Relations Science Program. Inaugural lecture began on September 1 2009. Several regional and international leaders became guest lecturers, among others: Foreign Ministers of United Indonesia Cabinet I, Dr. N Hassan Wirajuda on October 8, 2009 explained about Indonesia's diplomacy; Minister of Foreign Affairs of the United Indonesia Cabinet II, Dr. RM Marty M. Natalegawa, M.Phil, B.Sc on December 26, 2009 which explained about diplomacy; Prof. Dr. Tjipta Lesmana on March 5, 2010 to convey material on the Mass Media Behavior in Contemporary Political Communications in Indonesia; and Nuku Kamka, Extraordinary Ambassador of Russia to Indonesia in September 2009 with the delivery of content in the Prospective Cooperation of Indonesia and Russia.

Students' classes were held temporarily in the building of GDLN (Global Distance Learning Network) up to that particular point where FISIP had its own building. On October 23, 2009 finally it was inaugurated the building of Faculty of Social and Political Sciences Campus of Udayana University in Denpasar, Jalan Sudirman PB, also by Rector and Dean of Task Executive of the FISIP of Udayana University, Prof. Dr. dr. I Made Bakta, Sp.PD (KHOM).

To support teaching and learning activities, FISIP of Udayana University also entered into a collaboration with institutions both at local and national level, one of them with the National News Agency (LKBN) ANTARA. Preceded by the public lecture followed by eight universities in Indonesia as well as journalism workshop on November 5, 2009, the Director of Human Resources and General Perum LKBN ANTARA, Dr Rajab Ritonga, M.Si entered into an agreement with the Rector of Udayana University, No. 36 / H.14.1 .11 / PP.03.07 / 2009, regarding the scientific development and the ability of students in the field of journalism, including in terms of field work for students in the FISIP of Udayana University LKBN ANTARA, training from journalism education agency ANTARA (LPJA) as well as publications in environmental management of Udayana University itself. In its development, related to the media, FISIP of Udayana University also entered into a collaboration with the local media and national scale, some groups were Bali Post, RRI and TVRI station Denpasar.

In the academic year, 2010/2011 FISIP of UNUD opened Study Program of Public Administration. The addition of this study program was based on the Ministry of National Education Republic of Indonesia Decree Number: 63 / D / O / 2010 dated June 2, 2010 on the Establishment Permit Program of Public Administration. Early students on Public Administration Study Program obtained through the reception of PMDK (Interest and Skill).

In 2011, FISIP Udayana University has also opened several new programs, including a Political Science Study Program through the Ministry of National Education No. 97 / E / O / 2011, Communication Study Program, and the D3 Program of Library. With such case incurred, then FISIP Udayana University has five undergraduate courses, namely Sociology Program, International Relations, Public Administration, Communication Studies, Political Science as well as a vocational program, namely D3 Library.

  2. Educate students of Political Science is an independent, critical, and sensitive to the dynamics of political development.
  3. To encourage improvement in the quality of learning and capacity building of Political Science faculty academic who are professionals, especially that leads to competence expertise in institutional and political behavior. 
  4. Contributing to the development of political science, which leads to the development of Tri Dharma of Higher Education that has contributed to the development of society.
  5. Making the Political Sciences program as a laboratory in the field of institutional and political behavior.
